If cross guild ends up going to impel down to gather even more followers buggy being the captain obviously has to fight the leader of impel down. That man currently being Hannyabal the chief warden of impel down after Magellan got the title stripped from him

Buggy and Hannyabal in actuality obviously aren’t the strongest of their respective groups but that doesn’t mean the world doesn’t believe they are. So buggy beating him might somehow end up be seen as extremely hype lol

Leaving mihawk to fight Magellan the actual strongest of each group and crocodile one or multiple other jailers

If Cross Guild goes to Impel Down, Buggy isn't stepping foot inside it. I don't think Crocodile or Mihawk will want him near it either, considering he's their figure head. Imagine how bad it would be for their organization if Buggy was grievously wounded by Magellan, fell in the sea and was eaten by a Neptunian, or any threat beyond level 1 got a hold of him?

Daz Bones vs Hannyibal is more likely.
