If Luffy fought Kata who had FS but didnt use it and Luffy won, would you call that a fair win for Luffy?

The issue wasn't Luffy gaining FS, it was Kata giving up the fight. He could still fight while Luffy couldn't at the end but he saw Luffy's potential and how far he would go for his crewmates so he decided he would be the right one to defeat BM.
But now that we saw what happened with BM, it didn't matter that much in the end.

The reason I think Luffy loses is because coming back and showing himself both with observation and Haoshoku was critical to earning respect. Without that respect, Katakuri would slaughter him

You could say that his stronger Haki would have been more prevalent in this case so yes. It would have given a different fight I think but Luffy would ahve sitll beat him. The reason for the defeat of Katakuri is the fact that he LUffy was growing so much and giving up so less, that Kata gradually gained a lot of respect for Luffy. Without his FS, the same would have happened and Katakuri would have folded the same way, perhaps just a little faster.
