Luffy has saved both the skypieans and shandians from enel and his followers and took payback for birka, which Urouge doesnt know, its very similar to Labbon and Brook, Luffy stopped Laboon from damaging himself later, Brook was thankful for that and at some point of time Urouge will ally himself with Luffy similar to shandia and skypeia people

Hot take, but until proven otherwise my headcanon is that Urouge is at least as strong as Jimbei and at most in-between Zoro and Law/Kidd.
