Imu is not looking to fight Luffy and Loki right away. He made clear to God Usopp, that he prefers to have others do the fighting for him
I think he is looking to recruit more underlings. He is heading to Impeldown, to offer Holy Knighthood to Doflamingo. Not because he thinks Doflamingo alone is such a great fighter, that will be crucial in defeating Loki and Luffy. But rather because Doflamingo was an underworld broker before. His first mission as Holy Knight will be to visit Emptee Bluffs Island, to bring Crossguild into the fray. I believed for long time that this would eventually happen. Well I didn't think Imu would personally go to Impeldown back then, I thought some Holy Knights or marines would bring him to Maryjoa, but this way works too.
Imu just realized he needs more soldiers for the battle that is looming. Having Top Tiers like Mihawk and Buggy (Imu could be misinformed about the strength of the clown, like most) could really be important now that Nidhogg and Nika are back.
