The reason why he's here is because the plan to force Elbaf to surrender with the children hostages failed due to the Straw Hats, so he came down to kill them and demoralize Elbaf while Bebop and Rocksteady can do their jobs.

The thing bugging me is the hostage situation hasn't paid off at all, and they haven't escalated it.

Weren't the giants supposed to just give up because of the threat to the kids?

The Giants didn't give up and the kids are still somehow safe. So what happens if they start popping the kids like grapes?

If the giants won't surrender because of the kids and have gone completely irrational, then Imu and the Holy Knights never had a choice to negotiate with them to begin with.
