Pretty sure Mihawk is Zoro's final opponent. Zoro doesn't even have time to leave the crew to fight Mihawk somewhere. Strawhats will be busy until the WG is defeated. To have the best fight in the epilogue wouldn't fit. So Mihawk will fight on Imu's side for some reason.
Mihawk is currently part of Crossguild, which is at war with the WG. CG are no revolutionaries though. Bunch of opportunists, who can be bought. The navy only captured one, Weevil. Warlord abolishment didn't work out. Imu will free Doffy and send him to make a deal with Crocodile.
Doffy was an infamous power broker in the underworld. He is very good at making deals. He knows both sides well. He was a Warlord and a Celestial Dragon. Like Crocodile, he used his Warlord status to take over a country. He wanted to rule the whole world, like Imu. He will mediate between the two sides.
People talk alot about Impel Down 2.0. I don't see it. Crocodile won't be the person who initates the talks. Imu will. During Impel Down there was not just a break out. Magellan also let out a dangeorus prisoner: Shriyu. Shiryu was a government agent when he was jailed and came out a pirate. Doffy went in as a pirate and will come out as a government agent.
He is still proud of his blue blood. He only hates the Celestial Dragons because they didn't let him back in. Imu will restore him to his old privileges. Doffy still hates Luffy for runining his plans.
