Imu built Mary Geoise AROUND Sunlight Tree Eve, to control the Devil Fruits, IMO; this is why Imu's room is always brightly lit, Imu's secret room is the room where Sunlight Tree Eve is preserved. We can even see tree roots/branches.
We've seen from Saturn that Imu's Haki is capable of making people immobile; this is the same effect as Fruit users being unable to move in water. We know it's Imu's Haki, because of the Haki release when Imu killed Saturn; IMO, Saturn is using the Abyss to connect to Imu's Haki. This is through the Mark that allows the God's Knights to travel the Abyss, the Mark the Giant Children don't possess, which is why they can't go through the Abyss.
So, what in the Devil Fruits is stopping people from swimming? Imu's Haki being placed in the Sunlight Tree Eve.
Eve is too important for Imu to be able to remove it from the world, and remove Devil Fruit users; so, Imu places their Haki in the Tree that produces Devil Fruits, Eve.
I appreciate that Oda isn't on team "genocidal flooding".
IMO, this means if you have enough Haki, you can bypass the swimming curse/Seastone in general. This is why Kaido said Haki transcends all.
Sunlight Tree Eve also provides "light" to Fish-Man Island; IMO, this is proof the Imu doesn't hate the Fish-Men, but believes it's difficult for Humans and Fish-Men to exist as equals, hence the separation/segregation. No other reason for Imu to light up the sea bottom for the Ryugu Kingdom.
If Imu has enough power to stop Devil Fruit Creation, and light up the sea floor, Imu is pumping Haki into the ocean via Eve to make it so Fruit users can't swim.
As I said before, Haki is what will allow Luffy to break through Imu's immobilization (IMO it also requires fear, since Bonney was able to attack Saturn once she chose anger over fear).
