Idk think the "Gates of Justice" should not be included.
Having said that, the BM situation is worse, due to the fact that it is extremely "plot locked".
What I mean by that is that Sanji should have had the tools to "dodge" Black Maria, but was nerfed as fuck in order for it to happen and mirror the Khalifa thing.
They pay off is awesome. It shows a bit of growth from him and sets up Robin as not a "damsel in distress", but a capable fighter that she always should have been.
But the setup for Usopp's character in ennies lobby is amazing as well, too bad Oda threw all that away and made Usopp stale.

Sanji vs Khalifa was better written. It made sense why he was there and why he tried to fight her. Whilst with BM, he couldve just speed blitz outta there. There was no "key" or reason for him to fight her.

The better pay off was Sanji vs BM however, it showed how much Sanji grew. It also showed how important he is to the SHs as being apart of Luffy's " Wings ". In general the entire scenrio is a fuck you to people who call Sanji a hindrence.

Sanji vs Maliya is the counterpart and extension of Sanji vs kalifa

Nami admires Sanji for not hitting women

Sanji chooses to rely on his companions rather than undertake alone in the face of female enemies, which is his growth

Many people laughed at Sanji's performance towards Maria. If he is not caught, he will have no chance to shout for help, and Sanji's growth is not shown in the plot

They are Very good payoff to Sanji Robin Nami

Nami case was better written. Sanji explains his reasons why for not hitting Kalifa perfectly, and Nami's response for that was handled well. There wasn't any pay-off there though.

Robin case was fulled of PIS. Sanji can burns the webs and can escape anytime but he just running marathon in circles for like 30 laps until Robin comes saves him. But the payback was good, Robin finally have her real 1v1 fight ever since Skypiea and Robin pays back her debt to Sanji by saying he's part of the Wings.

Sanji & Nami vs Kalifa made sense because there was a clear reason why Kalifa had to be defeated. Sanji may have lost to Kalifa, but at least he tried to take her key.

The payoff for Nami vs Kalifa was three-fold. Nami fought Kalifa long enough for Chopper to take Kalifa’s bathtub and use it to save Sanji’s life. Nami was able to defeat Kalifa, protecting Nami’s crew mates from both of Kalifa’s hax abilities, Relaxing and Golden Bubbles. Nami was also able to get Kalifa’s key and use it to save Zoro’s life.

Sanji & Robin vs Maria was a case of Sanji putting himself in danger for no reason. Kaido ordered Maria not to join the war and instead to hunt down Robin. Sanji was distracted from his priority of helping Luffy, he was tricked by Sarahebi, and was easily captured by Black Maria. By doing so, Sanji made himself a hostage and almost lured Robin into the same trap.

The payoff for Robin vs Maria was simply Maria’s defeat. Maria needed to capture Robin alive, and Robin was simply defending herself. There were no additional benefits that came with Maria’s defeat, beyond Robin barely surviving. Likewise, Wanyudo and Maria’s spider web hax were easily countered by Brook’s Soul Solid. If Robin had lost to Maria Brook would have finished the job.

Both were important in different ways. Kaliflas was important to establish Sanjis personal vows and the Black Maria situation was important to establish Sanjis development and made Robin feel still depended on.

Id say the Black Maria had better pay off because it was important to both characters.
1. That not only has Sanji internalized Namis words that asking for help and running away is okay. Which was why Sanji asking for help was important.

2. Robin is relied on and isn’t just seen as something to protect despite everyone on Zou saying they’ll protect Robin none of them treated her like she could protect herself which was why Robin being depended on was so important to her.

Plus it gave us Robin getting an actual fight

I'mma say that Sanji and Black Maria situation was just PIS and stalling to set up for Zoro vs King and Sanji vs Queen fights.

The rooftop fights was going on so Oda needed a plot device to hold Sanji back (Black Maria) then when Zoro comes down heavily injured then Sanji carries him in the dome and fight King and Queen.

The results is good but the execution was bad.
