Back when the first season was animated, everybody couldn't stop talking about how nobara was such an improvement to female characters in shonens, that she was "Sakura done right" and how important she was to the plot
Fast forward 2 years and she has been completely sidelined with even less importance than good old sakura, author probably realized Yuki and maki were way more interesting and simply took her out of the story.
