Okay on topic. Law and Marco has yet to show medical skills like Chopper. Without him many people would have died. So no he isn’t useless. Law and Chopper has shown to excel at different departments as a doctors.

Chopper was the one who made the ''vaccine'' against Queen s virus, literally saved the Samurai and got a bunch of Kaido's soldiers to his side.
I wouldn't call this useless.
Even in terms of combat, he was able to stall Queen for a bit.
