You don't understand English. Doffy did try to go back to the holy land after the tragedy of his family. That would have been the perfect opportunity to take him. They had a lot of opportunities to take him in since he was basically roaming around as a child.

Oda said in an SBS that the plan was for Doffy to be defeated in Wano alongside Kaido. If Luffy -> Kaido, Zoro/Sanji -> King/Queen, it's clear that Joker -> Law. Joker was to Kaido what Law was to Luffy, "a strong ally" in Oda's words.

So story wise he's where Wano Law is. And this is also where I rank Prime Tsuru, his Navy Rival.

Thats what Oda said, Doffy is to tricky, reason he had to do his own arc.

In Dressrosa we can see the story had 2 paths, destroy the smile factory and run away, then go to wano where Kaido is, I doubt Kaido will literally kill Doffy, imo they will just team up to defeat Law and Luffy team which is what Oda planned, but at the end, Doffy's downfall was at Dresrossa.
