He's right
Lucci served his purpose in W7 saga.
Should have never come back.
I don't enjoy his any of his appearance post ts or want to see him ever again.
Unlike Doffy, Croco, Moriah etc..
Lucci has no personality. Replace him with a robot and nothing changes.
A lot of characters have already served their purpose. You're fooling yourself if you think Crocodile will have any real impact in the story when he's back on screen, him along with the other dealt with villains are just pure fanservice. Crocodile had his time in Alabasta, just like Lucci in W7.

Lucci is the master assassin for the cipher pol, and he served that role to perfection when it was his time. He was flawless as a fighting machine, whose devil fruit perfectly encapsulated his fighting style and that assassin mentality. No wasted movements. He didn't speak much but you even get to see his sadistic cat like side. He's as cold blooded as a character could get.

Lucci was very effective villain in context of water 7 and ennies lobby imo but by his own he does feels bland.

Yes, but only because the bar is so low after the timeskip that no other villain compares when it comes to writing quality and narrative scale.

Hody? Caesar? Big Meme? Crydo? Laturn?

Look at any of these one-note shallow villains and tell me they were “deep written” or compelling, I dare you.
