vegapunk is more versatile. and his pacifistas new models could each be on par with vegapunk. and he can also make objects eat fruits and create artificial fruits.

The point here is that Franky took tech that Vegapunk was unable to complete as a kid due to limited resources and funding, and made it work, despite having no funding and the same limited resources. He turned himself into a Cyborg with scraps while his knowledge at the time was that of building ships and cannons.

This is strictly from an Engineer standpoint, not a scientific one. Nobody is going to surpass Vegapunk in the field of science, as he is 500 years ahead of his time, but Franky's skills as an engineer are through the roof.
