If he's dead, it's a very great ending to his character arc for OP standards.
Before Wano it was insane to me that in an arc with 2 Emperors as Antagonists, Hawkins of all people will get the best villain character arc but here we are.

Though, that all still hinges on a huge "if".

I HOPE that Hawkins is dead cause the closure was perfect, but Drake being near him at that very last moment leaves the possibility of a last-minute saving. Realistically, there should be no way of saving him even with Drake presence, since Hawkins was on the brink of death and Drake was almost paralyzed.
Drake didn't have a logic reason to save Hawkins either, since Drake was betrayed by him a few hours before.
But is Oda we're talking about so you know...

It's 50/50 for me.

Yeah, I consider him dead till proven otherwise. He was the man fated to die and in his last moments, he wanted to oppose his fate while sticking to his pride shown by him still fighting Killer but not having it in him to switch back again. Pretty fitting end.
