as far as we know ame no habakiri sword is just basic 21 graded sword like wado cuz Momo was able to hold it when the guy doesnt even have haki ( other then voice of all things )
enma is the first strange sword that you need to be high level swordsman otherwise the sword will kill you
look at whitbeard supreme blade its just basic sword like wado and ame no habakiri but WB one is supreme which is the highest level
