If it's something similar to the Foxfire Style, then doesn't that open the door for non-Devil Fruit users to access elements like lightning, fire, ice, or magma without actually needing a Logia fruit? The only difference would be that they couldn't manipulate those elements as freely or extensively as true Logia users.

Considering his skeletal nature, it's probably similar to Brook freezing people. In Oda's eyes, skeletons = spooky, spooky stuff = cold (cuz hell/death/underworld is cold etc), therefore being extra spooky makes them manifest ice powers somehow, like Brook's Fishman Island fight. You could make the argument that it's because of the blitzing speed of their slashes, it vacuums out any heat within the area slashed and that causes it to freeze but that's too complex for Oda, spooky = cold is simpler.

And creating elements in attacks is not uncommon. Sanji's fire based attacks, Luffy's red roc homage. Even Law's fruit can generate radiation and electricity because of the comparative medical equipment.

I lean toward Nusjuro's ice abilities being tied to his swordsmanship style.

The Bakoutsu yokai is said to be the resentful spirit of a horse that was burned to death, appearing as a flaming, skeletal monster. Therefore, fire should be the only element associated with Bakoutsu.

However, I don't think the Bakoutsu fruit produces flames to burn others, similar to how Marco's fruit doesn't. In Chapter 1113, you can see Nusjuro setting himself ablaze to transition from his hybrid to full Zoan form. The flames for him seem to be for aesthetics.

It immediately reminded me of Brook so I think it’s the same kind of thing.

I’m not familiar with the mythology his Yōkai form is based on, but I could see him represent hell in some fashion.
