Chapter 964 presents a reason Whitebeard might not have come to Wano in the 20 years of Kaido's rule. He is considered a criminal for kidnapping Oden in the country

I can guess WB tried but failed.

Coz it wont make sense for none of Roger and wb pirates to not even go to wano after hearing that Kaido took over

After witnessing how much WB was willing to do to save Ace. One can't help but find it strange that he didn't do anything to help Oden's country. Knowing WB, he must've had a valid reason for not going after Kaido for doing what he did to Oden.

WB simply told Ace to stop his pursuit which doesn't necessarily translate as him not wanting to target BB. It was pretty evident from his conversation with Shanks and his actions at MF that he wanted to take revenge on BB. If BB were to ever return to NW when WB was still around, WB would've crushed BB Pirates with everything he's got.

Yes maybe it's that. Maybe oden knew he was going to die, and told whitebeard not to do anything when it happens.
Maybe he did beat kaido but couldn't resigned himself to kill him because they were part of the same crew once.
Maybe there is multiple reasons.
But I hope we'll see why because he looks close to oden and everyone in his crew also likes him.
