I wanna say it's taking everything into account

And it wouldn't really be a reach to say Urek is the strongest human ever

We now know that Phantaminum is a literal eldritch horror beast instead of a human so he isn't counted

So that essentially leaves the GFL's and maybe Enryu who he might've surpassed

His light powers existing outside of the realm of shinsoo makes me feel like that's a possibility

Shinsoo is the case.


The only person in the story whom the Tower realizes has a different power was Phantaminum.



For Urek, the Light isn't public knowledge at all.

He probably never used his light powers in the Tower. So i think they are only taking in account his shinsoo.
