Since the thread is about Fujitora's greatness in the marine history, I think it is only appropriate that we first then take a brief look at the history of the marines. The known history we have for the Marines only is about 40-50 years old, so not really a lot of time. But I am going to break down each era of One Piece by the Fleet Admiral that was in charge.
Fleet Admiral Kong:
If Fujitora is the greatest marine in the making, then Kong is presently the greatest Marine that we know of. He is by far the longest serving Fleet Admiral of the Marines, then now switching over to the position of Commander in Chief. Taking a look at his reign:
Fleet Admiral Sengoku:
The 2nd longest reigning Fleet Admiral of the 3 that we know. He approx. reigned for 10 years or so. Taking a look at his reign:
The newest Fleet Admiral who has taken the reign just under, in the short reign he's had let's take a look at his reign:
All in all the world right now is the most chaotic it has been in the recent decades. With the future of the Marines being uncertain, with seeds of internal conflict brewing here and there as well. And midst this chaotic there rises an individual who is on his way to becoming the greatest Marine in history.
His Introduction:
One of the most important things when it comes to the admirals is their introductory arcs. These arcs set the tone for the characters and their importance for rest of the series, it's visible in Kuzan's introductory arc/saga that starts from the ring islands and ends with Ennis Lobby, Kizaru's with Sabody, Akainu's with Marineford (+Ohara Flashback), and Aramaki with Reverie & Wano. Oda will add the nuances and character depth to the admirals in those respective arcs which will then continue to build upon throughout the entire series each time they're shown. And the person who had the biggest introduction when it comes to be the impact of a Marine is none other than... Fujitora. So we're gonna go over his introduction and the impact of it here.
SCENE#1:
In the very opening scene of his character, Issho is shown gambling with bunch of thugs under Donquixote Doflamingo. Due to the fact he can't visually see, they keep on taking advantage of him, and nobody else around him speaks about it rather they quietly watch as it unfolds.
Bro when is the last time y'all seen an admiral or Yonko, purposely look fucking helpless against bunch of fodder that he can 1-shot in their introduction? Answer.. ding ding ding, Shanks, well he wasn't even a Yonko then... so I guess never. As Fujitora looks helpless, allowing the thugs to take further advantage of him, Luffy decides to jump in there and expose the thugs.
Then he humbly thanks Luffy for his kindness, and then as Luffy was about to comment on the fact Fujitora looked Tough.
As the thugs attempt to attack Luffy, Fujitora stops fucking around and puts down the thugs. This gave sort of a foreshadowing into what his justice will be like. Where he's taking action in order to defend those who show kindness.
And the whole scene ends with Fujitora saying that he has a feeling it'd be best for Luffy and himself that they not reveal himself. Either this is raw intuition he has or just already knew about Luffy and co. Keep in mind, he'd been acting the entire time with the thugs, as he with his heightened sense could've easily heard with the people in the bar speak about how they were ripping him off + with his CoO he could easily feel if the thugs had malice towards him or not and the emotions of those around him. Here below, him having the feeling that the guy who showed kindness to him might be a criminal, and he has a Marine would be forced to arrest him if the reality of both were to be exposed... left with just saying the below sentence. This is also continuing to be subtle build up to what is to come about his justice.
SCENE #2:
We then move on to chapter 705, where after Maynard reports to him all of the criminal names present in the stadium, Fujitora decides to head out. After getting out of the stadium one of the marine officers with him asks him about the arrangements that need to be made to deal with the criminals present. To which he orders 3 battleships, along with calling for extra medics. Then he orders the officer to also get a count of peole in the stands, the population of the town they were in + the whole Kingdom... which the officer inquires, do we need all that?
This particular scene ends with Fujitora replying back to the marine officer, that it is not the number of enemy forces that they need to keep in mind, but it is the number of lives they need to protect. His answer, leaves the marine officer completely shook. Because that ain't how the Marines been operating, look at his bro, that mans is shook to the core lmao. But already in his 2nd scene, Oda is distinguishing him from any other marine we've seen in the series so far when it comes to his leadership as a Marine. He's giving out orders that aren't the norm for the Marines. But it doesn't end here.
SCENE #3:
We see an interaction take place between Fujitora and Akainu. In the interaction is on the den den mushi with Sakazuki, where they are discussing the duping done by Doflamingo and the CP0. This conversation also gives us insight on how close him and Akainu are... no other person in the series has referred to Sakazuki as simply "Saka".
SCENE #4:
He walks in on the conversation between Doflamingo and Law, but at first he silently listens to them, before confronting them:
He continues to listen without saying a single word and Oda highlighting him with "..." in both scenes, with Doflamingo's talk about how he essentially manipulated the Warlord system. This scene right here is essentially giving more power to a scene we see later down the line Dressrosa, a flashback of Smoker & Him, where Smoker tells him of what happened in Alabasta and thus he wants to get rid of the Warlord system. To Fujitora, everything that's happening in front of him right now... is giving straight up confirmation to the feelings Smoker felt towards the Warlord system.
After Doflamingo tells Fujitora to drop the "humble act", Fujitora tells him that he's still trying to grasp his behavior and he doesn't know the full story related to the situation. But he's recieved information that Doflamingo has been doing activities that violate the rules of one of the seven lords (the information he'd received from Maynard). To which Doflamingo replies that Fujitora would have to dig deeper and get his elbows dirty before he can make those accusations at Doflamingo.
He then brings down the meteor which triggers Doflamingo. And we get the implication that Fujitora had just gotten his DF recently with testing out his powers (especially going based off of other translations).
Then this carries on to the combat stuff which eventually leads to the capture of Trafalgar Law with Doffy shooting him up in middle of the city. So we're gonna skip all that and move on to one of the most badass scenes in this blood series.

The scene starts off with Fujitora entering the suit chamber of Doflamingo where Law & King Riku are being held. Doflamingo tells him how impressed he is at Fujitora's resolve in helping him. Now look at his expression as he says this. Fujitora then straight up tells him... now hold on buddy we ain't doin this to take your side in the matter.
As Fujitora continues to walk towards Doflamingo, he continues speaking. Telling Doflamingo that he's essentially "siding" with him due to the potential destruction and havoc Luffy would cause, thus his Justice tells him to stop Luffy, keep in mind now that earlier he emphasized on the protection of civilians. And Doflamingo's expression completely changes into a serious one...lmao.
And this man straight up lets Doflamingo know... yo once I'm done with that, I'm deal with you after. Doflamingo reacts with "!!?"
In reply to Fujitora's statement, Doflamingo replies "Excuse me...?" And here he makes the shocking revelation that he is going to fuck up the Balance of the Three Powers by removing the 7 warlords system.
Doflamingo asks him about yo what about the balanace of the three powers? This man Issho says... well bruh you won't know until you knock it down. And proceeds to tell him that price of on his head will increase if he continues to bring about more Evil and Inquity.
When Doflamingo says that it sounds like Fujitora is telling him to get rid of him while he has the chance as a warlord. Issho tells him to keep his pants on and they can still get along for now.
The scene ending with Doflamingo being told whether he likes it or not, the world will act/change in this year's reverie.

We start this scene with VA Maynard telling VA Bastille that since he'd chosen to infiltrate, he was able to get a 1st hand experience of all the fuck that's been going on in Dressrosa. And let's him know that if they round up Doflamingo... the entire world could be tipped on its head.
He then reports this to Issho and Issho denies taking in Doflamingo with the evidence they have, even though they had sufficient evidence to take in Doflamingo. And this initially came off as very confusing because just earlier he had said that he'd take care of Doflamingo, but now he's like... nahhh we just ignore it. So the reader thinks yo maybe he really is going to turn a blind eye to Doffy's secrets and not do anything about him.
Then he inquires that Maynard has been in the marines for a long time, yet are those cries of anger falling on deaf ears? He says those aren't tears of sorrow... oh no.. that's pure rage.
Now Maynard is confused as fuck, as to what the hell he's talking about. Cause he's saying yo people raging and people are angry, but at the sametime you ain't tryna bring in Doflamingo. But Fujitora then makes a statement fueled by anger, "Does the world government think itself to be God?" This is a statement not directed towards anything Maynard said. No this is a statement directed towards specifically the situation that is happening. These mfs let a pirate come in and fuck up an entire nation and did jackshit about it, do they think they're Gods? And lets Maynard know that his decision will stand and that's final.
After saying all of that, he confronts Luffy and Zoro again. And the reader is like this mf said all that... and he still helping out Doflamingo by capturing Luffy...
SCENE #7:
However, Sabo comes in later after Fujitora and SHPs seperate due to Pica. In this interaction we see Fujitora and Sabo jesting at each other and thus ultimately having a clash with each other. So now you're thinking, ok this dude going against the Revolutionary Army too even after saying that shit about the World Government.
In the fight Sabo was throwing some big heavy hitting fire power, the size of the fires being bigger than anything Ace had shown outside of Entei. We see Sabo aggressively trying while Fujitora has his same stoic face.
Shortly after, Sabo says how long Fujitora was going to play dumb for, and Fujitora shrugs this off by acting like a fucking troll. But after Fujitora hits his attack, Sabo starts to think what exactly Fujitora is plotting.
The confusion for the reader regarding Fujitora's character continues further, when he makes a very vague statement relating to gambling.
We then get this scene where Sabo has a flashback to the fight, where Fujitora this entire time did big attacks, just so he can put on an act for the other marines... where it would look like he couldn't get past Sabo. While letting Sabo know, yo bruh you can chill, we on the same side. Sabo comments on how Fujitora really is putting up a gamble, and Fujitora replies he's got lady luck on his side.
While the above scene still wasn't fully clear on what Fujitora was referring to, the below scene made it fully clear, that this entire damn time... Fujitora was simply... acting. He never had any intention of capturing Luffy. It was all an act and this entire time he was simply betting on Luffy to expose Doflamingo.

With events like Shiki’s attack on Marineford and the Edd War taking place. Along with Roger’s anointment as the King of the Pirates by the masses of the world, following with the Pirate King’s execution
- He at the end of the era of Gol D. Roger, oversaw the mass genocide of children ordered by the World Government, to snip out any possible bloodline of the Pirate King
- He then remained Fleet Admiral a good portion of the Whitebeard Era, where he oversaw the infamous Ohara Buster Call
- Then sometime in Newgate’s era post-Ohara, he is promoted to the Commander in Chief of the World Government
- He was still the Fleet Admiral during the time of Corazon’s death
- Rise of the 3 powers balance system happened under him
