Speculations Jarul is a fraud

I want to draw attention to something I find rather strange about Jarul.

He discovered a letter from the Galley La giants stating that they had been captured (prisoners of war).

Two things bother me about this:

1. Why didn't the Galley La giants say who they were captured by? Jarul mentioned he only suspected the World Government was the culprit.
- By omitting that information, it stopped the giants from being able to seek vengeance.

2. If Jarul thought it was the World Government, he should have staged a rescue mission. After all, they wage war even if just 1 giant is captured, and there was 100 captured in this case.
- The warrior code of honor demands this, so why didn't Jarul do it?

Other things bother me about this, but just that part is pretty messed up. The next part of this suggests Jarul actually did try to stage a rescue mission, but he was stopped by the high council of Elbaf, and they decided as a group to deny it even happened.

It might not be a big deal at all and I'm worrying for nothing, but I think the honor of the giants might have been compromised by the systemic order of the high council.

Note: I'm not sure the giants share the same sentiment toward casualties that some of the Emperors of the Sea like Shanks or Whitebeard have. If they found out 100 of their people were captured, especially if it was by the World Government, they'd riot, and the very moment they should've done it was when Jarul received that letter.

These dudes. They're pretty shady looking guys who could easily be part of some weird Oden style bullshit going on.

If Loki found out about something like that, he would say they dishonoured every mother in Elbaf by letting them believe their sons died as legends when they're actually in a frozen museum at a World Government owned facility on Punk Hazard.
