Isn't that just Fishman Karate.. Not CoC but maybe you could have a point that Fishman Karate is flowing Haki through water molecules in the air.. If we must explain Fishman Karate.. So Jinbei can naturally use Internal Destruction CoA?..

But according to the gospel of yours truly. ID or any CoA offensively can't touch. And the same Visual affect of not touching in Luffy's reveal in 1010 is on that panel. And also according to the teaching of Rootbeer AdCoC can't flow the same way CoA. So we have no choice but to confirm Jimbei an AdCoC user.
