I feel like this is probably going to be true. Oda isn't really covert about this. Luffy isn't just some heroic pirate, he is seemingly chosen by destiny to be the next joyboy.

I feel like him having Joyboy's DF would fit so well with what Oda has been doing with his character.
We know that the WG has some interest in the gomu gomu no mi. We know that there exists a legendary DF that hasn't awakened in years who's true name was supposedly hidden. And we know that in mariejois there exists a giant straw hat in a vault which is in some way tied to Luffy(as Imu walked to it holding Luffy's bounty).
I think this would tie it all together. The gomu gomu no mi has some great power once it is awakened. Joyboy used it to become gigantic, which is why he wore a giant straw hat. Members of the D clan made straw hats in commemoration of Joyboy, which is how Roger ultimately ended up with one, which was passed down to Luffy. After Joyboy died, the WG changed the name of the DF and obscured its true name.
Now in present day the gorosei don't have any idea if the legendary DF even existed or if it did, what happened to it. As the powers Joyboy used were the awakened powers of the gomu gomu no mi. However the blonde gorosei likely noticed similarities between Joyboy's power and the gomu gomu no mi, which is why the WG captured that fruit and had Who's Who guard it. They were going to have vegapunk do tests on it to confirm whether or not it was the legendary fruit. But shanks stole it and so the connection between the legendary fruit and the gomu gomu no mi remained unconfirmed.
However with the rise of Luffy, who bares many similarities with Joyboy, the gorosei are taking the theory more seriously. The blonde gorosei is basically speculating that the gomu gomu no mi is Joyboy's fruit and that the reason it is called the gomu gomu no mi is to hide this fact.
