First let me start with Joyboy's true promise to fishmen island..
Most of you think that Joyboy's true promise to fishmen island was to take the Fishmen to teh surface, using the power of Poseidon to carry Noah, the giant ark ..
however that was just part of the whole promise Joyboy gave to fishmen..
there was another reason why joyboy wanted to take the fishmen to the surface..
This Reason is...guess what..u won't be believe it...

The Reason is Joyboy planed to build an amusement park in Dawn island (Goa kingdom)..
he gave promise to fishmen to take them there so they can enjoy their lives' best moment...But then shiitt happened ..
Due to unknown reasons Joyboy failed to keep his promise ..
Joyboy's dream and fishmen's dream was to play in amusement park (or ride ferries' wheel)..
This dream or strong desire was inherited with time...
and now during Luffy's Era the fishmen and merfolks still have the same dream ..
Arlong's dream
Arlong and his friends also had the same dream since their childhood..to the point Arlong modeled Arlong park after shabondy archipilego amusement park..
Arlong's plan or better said dream was to build an amusment park to fishmen..
In a panel containing a small flashback scene of Hatchan's, Arlong's silhouette is seen alongside Hatchan's, Kuroobi's, and Chew's as they look upon sabaody archipilego on a distance from the water..
What is luffy's dream???..
Luffy's Dream is most likely Just like Camies nd joyboy's dream...It's to build Massive amusement park ( or massive ferri's wheel) where merfolks.. fishmen.. humans and other races can play together...
Why should it be a Dream??..
becuz human and other races mainly fishmen and merfolks were opressed by celestian dragons ...they suffered poverty and harsh life...
so being inside amusement park for them was like a dream!!!..
