Because:
- it's a last ditch technique
- if Kenjaku got out of it it would have left her even more vulnerable due to heavy CE consumption
- if she went all in with the Black Hole (destroying the world) it would shit on her character since moments before she sent Todo away to be a part of Yuji's future. No future if a Black Hole swallows the Earth.
- and we know from Volume 0 that imbuing a vessel with CE suddenly can lead to it breaking under stress. Yuki might have known that Garuda cannot take the ammount of Mass needed to create a Black Hole before breaking and undoing her efforts
