Questions & Mysteries Kaido and Big Mom's bounties should be higher because of Rocks' actions

When I posted my thread about Kaido and Big Mom's bounties over to here and Reddit, some people had... interesting responses. Some of them said that WB had a higher bount y because the WG believed he was the closest to the One Piece. Which is true in terms of individual and crew strength, and a fair assumption if the WG knew the depth of their rivalry. But it falls apart when looking at the reputation of the Rocks Pirates.

They were directly hostile to the World Government, like a terrorist organization. This could be comparable to the Revolutionary Army, a more secretive organization that includes a 602 million man:




Everyone heard of the Rocks Pirates during their era, and the WG covered up most of their deeds. Furthermore, Xebec himself broke many of the world's taboos. Why doesn't the WG give Kaido and Big Mom bounties of 5 billion for similar actions and subjectively greater impact??? Nico Robin is worth 930 fucking million, and she hasn't done much besides existing and defeating a Tobiroppo.





Shanks' bounty is a bit fucked by this revelation as well. The Marines fucking know that Kozuki Oden was a pirate. They know he had positive connections to the Pirate King and two Emperors... which implies they knew Shanks was Roger's apprentice. They know an Emperor was Rocks' apprentice, killed Oden, and controls an island full of Samurai like Oden. Did Oda just expect us to forget this crap??? Relationships and connections seem to play a role in bounty amounts, so this should particularly apply to all the OG Emperors. Even Shanks should have a higher bounty than 4 billion.




If Whitebeard had a 5B bounty because of his rivalry with Roger and unconfirmed knowledge, Kaido and Big Mom should receive the same treatment. They were international terrorists before joining Rocks, were prominent members of the crew, and exponentially grew in knowledge and influence since then. If anyone has confirmed knowledge of Government taboo, it is them. This logic could even apply to Shanks. What was Oda thinking when writing these bounties? I think he only saw them as a power system to tell us who is stronger or "the better pirate."
