IMO Moonfish wins.

unlike the trigger user, he doesn’t have a time limit on how long his quirk will be enhanced for.

His showings are also much better than the trigger users enhanced quirk. Range and generation of blades is on another level with him.

Whereas Kirishima can only keep up his hardened form for a few minutes? So, it would be the outlying situation for Kirishima to win here.

Moonfish is too versatile. He can keep Kirishima at range and win the attrition battle as Ejiro’s hardening slowly wears down over time.

Moonfish is crazed though so no telling if he can outsmart Kirishima this way.
