Chun-Li has many qualities that match Kitana. She has good chi, and although she doesn’t normally use weapons, that has never stopped her from taking on armed foes.
The problem is that Kitana is 10,000 years old, with thousands of lifetimes of experience fighting enemies from all dimensions. Additionally, her ridiculous endurance—literally capable of fighting after receiving many fatal injuries—and her ability to punch steel in half make it an uneven fight. Akuma and M. Bison would have a hard time taking on Kitana, and both of them would defeat Chun-Li 9 out of 10 times.
