So throughout one piece, you have the pirates and the marines, who have been portrayed time and time again as two sides of the same coin. In the final war, it won't simply be Pirates vs Marines. Rather it will be pirates and marines allied with Luffy vs pirates and marines allied with the world government.
As far as Koby goes, I think its pretty obvious which side of the line he will fall down. Another thing is that while there are many pirates who carried the will of D, it was shown that the will of D also existed within the marines. Two very high ranking marines, Jaguar D Saul and Monkey D Garp, carry Ds name.
So my line of thought is this. While you have Luffy, Law, Dragon, and Teach who will inherit the will of D from the pirates side, you don't really have anyone to inherit the will of D from the marine's side. What about the wills of Saul and Garp? People who supported law and order, but without the corruption of the world government. I think someone like that needs to exist in order to lead the marines into the next era.
And I think that person is most likely going to be Koby. Koby after all, was trained by Garp for over two years and will most likely inherit Garp's will.
So if Koby is a D, what could be his full name? A theory I've always liked was that before Ace, Roger actually had a daughter. This could have possibly been foreshadowed by Rayleigh and Roger implying that they once had a baby aboard their ship. So basically, Roger had a daughter sometime between rocks and when he became pirate king with Koby being the son of his daughter, making him Roger's grandson. I thought this would be a neat parallel. Roger's grandson becoming the marine hero of the next generation whereas Garp's grandson becomes the next pirate king.
Another thing I do think is possible is that somehow he could be related to the will of D via shanks. I think its likely that Shanks inherited the will of D as the straw hat seems to symbolize the will of D. If this were the case then I could also see Koby being a D via relations to shanks, albeit I don't think that this is particularly likely. However, Shanks is the only one of the old yonko who doesn't have any children. Given that Oda introduced weevil and now is introducing Kaido's son, I think its very likely that Shanks could have a son as well.
We know that Shanks did spend his youth in the east blue and he would have been about 20 years old when Koby was born. Could he be Koby's father? Like I said its unlikely but I think it would make sense if true.
in any case, him being the descendent of an infamous pirate while also being a hero of the marines would throw a huge wrench in the world government's ideology of punishing descendants for the crimes of their ancestors.
