This is just a theory as to Kumas and Vegapunks true intentions.
TLDR: Kuma has been absorbing the suffering of all the slaves on Mariejoa every week and then holding it in Egghead like a time bomb.
Now the rest of this theory discusses why Kuma and Vegapunks actions seem to be assisting the world government despite both hating celestial dragons and the WG. So starting from the beginning:
1. Why Kuma became PX-0
As were told, Kuma willingly sacrificed his body to be used as a weapon for the world government allowing them to alter his body with cybernetics and use his Buccaneer body as the blueprint for the rest of the pacifista projects.
The reasoning though, seems to relate back to what Kuma said back in Sorbet Kingdom, “I’ll get tougher so you won’t have to worry.” Despite the worry it caused Ginny, Kuma never had any plan to stop taking in the suffering of others. So in order to better take in the pain, Kuma instead agreed with Vegapunk to strengthen his body. Due to the cybernetics in conjunction with his Buccaneer body, his body is one of the sturdiest we’ve seen able to take unbelievable punishment being given the moniker “The Invincible Slave.”
Now with his body, he he has a body able to handle and survive the amassed suffering of the slaves on Mariejoa.
2. Why Kuma erased his mind
As were told, Kuma erased his own mind two years ago right before the battle of Marineford. The question is why? In my opinion the reasoning was for three main goals:
A. Doing so would make the likelihood of Kumas betrayal almost non existent in the eyes of the WG. As I doubt the WG would expect a long con that involves Kuma erasing his own being for two years. We’re shown that even Sakazuki is questioning this who’s a bit brighter than most of the world governments individuals.
B. Just because his body can take the suffering, it’s not guaranteed that his mind can handle it as well. Constantly taking in suffering that would be unimaginable for most people and reliving the worst years of your life would be a lot. I’m sure even Kuma would eventually lose his will to continue this plan. So he took that weakness out of him.
C. He now has a path to freedom. Kumas memories can be given to someone else or even to an empty body Vegapunk can create. Kuma was born a slave so I wouldn’t be shocked if oda uses this opportunity to allow kuma to be reborn a free man.
3. How this plan works within the limits of Kumas abilities
We’re told that whatever Kuma expels has to be taken in by something else otherwise it will be returned to the original.
Simultaneously we’re shown that Vegapunk has been able to safely hold Kumas memories for over two years now without them attempting to return to Kuma. As such it appears as though Vegapunk has likely learned how to create containment rooms that can will stop Kumas suffering from returning to him until the time is right.
4. Finally, how does the trap work:
Vegapunk has the perfect bait already as perhaps the sole reason the gorosei were put at the top of the pacifista command hierarchy is solely to draw them out in order to have one or multiple of them personally come to egghead. This would explain why Vegapunk would give these powerful weapons to people he hate and it also would open up the door to Vegapunk lying about the Gorosei being the head of the hierarchy for the seraphim as we’ve only seen Gorosei command the Pacifista so far but not the seraphim themselves.
Vegapunk and Kuma also have opportunity as it appears that PX-0 is connected to Eggheads defense. As soon as Shaka activated Eggheads defenses because they were under attack, PX-0 instantly ran away from the Kamabakka kingdom on his way to egghead. As this Kuma has no mind of his own, the only way for this trap to work is if Vegapunk gave him the order to return to egghead whenever egghead is under attack in hopes that eventually a Gorosei would be listed in the group attacking egghead.
Finally, the mechanism is set as well. Once PX-0 goes on Egghead and merely grabs onto Saturn (like Chiaotsu from DBZ) Vegapunk can likely release Kumas suffering from the holding cell and it’ll instantly try to return itself to PX-0. As such since Kuma and Saturn will be in the same place Saturn will take in all this suffering as well. Which unfortunately may destroy PX-0 but as long as Kumas mind is being stored in egghead, it can easily be given to S-Bear and allow Kuma to be reborn as a member of the strongest form of humanity.
