Law kept up with Smoker's speed, and beat him with low-diff.

It was Smoker pushing him back this distance that allowed him to use a df trick. Prior to that he was getting negged in qcq and Smoker was one millisecond away from crushing Law's skull

Right before Smoker does his subterfuge little scheme on Vergo Smoker is the one panting and wheezing while Vergo is not. It shows Smoker was gassing out and couldn't beat Vergo lol. That alone proves Law is faster than Vergo in combat.
Meaning: Vergo couldn't keep up with Smoker's speed due to lack of raw speed or lack of CoO Haki level, not paying attention is either Vergo is an idiot who can't think straight, or his CoO Haki was too weak to sense Smoker's speed.
Smoker is clearly faster than Vergo, we've seen it.
