He cares a lot for Kaku
And probably let Stussy go instead of killing her

I don't think he will ever become a do-gooder like T-Bone lol
But he is not as heartless as we think it seems

Lucci has been written in such a way that he'll never be a good guy. That he'll always side with the WG no matter what. He had the chance of redemption, when he failed his mission in Enies Lobby, and was hunted, but he chose to go back to them once the offer of becoming a CP0 agent was on the table.

Kaku on the other hand is a 50/50. Mainly because I think he'd follow lucci in any scenario, but also because he let stussy go. Kaku reminds me of Aokiji in this regard. Morally grey character [still a villain, but he has his moments].

Lucci might've abandoned the WG if the Gorosei ended up killing Kaku but that wouldn't really make him a good person

It's just abandoning a faction that's worse than he thought
