Luffy and Zoro having CoC make a lot of sense. Also, they are the only straw hats that have it.

- Luffy wants to be the pirate king.

- Zoro wants to be the WSS.

Both titles require you to surpass everyone and be at the top of the mountain.

It is believed that whoever possesses CoC has the qualities of a king, and are also known as Supreme Rulers "Haō."

Luffy> King of pirates> rules over all pirates.
Zoro> king of swordsmen> rules over all swordsmen.

Also, you must be a special kind of dumb if you think that Mihawk doesn't have CoC.
- He used to challenge the strongest pirates in OP.
- He used to fight with Shanks and had a legendary dual with him. Even WB talked about it.
- You can challenge a person with a caliber of Shanks if you don't have CoC.
- He is a supreme ruler/ king of all swordsmen.

I also expect Coby to have it because he has the same ambition as Luffy and Zoro. He also wants to be a fleet admiral/ admiral.

Also, Oda made it clear since the beginning that Zoro gonna have CoC too. There were too many build-up and foreshadowings such as his fight against Kaku, Monet, Shabody, Kuma, and in Wano. It's not something new, we only needed a confirmation.

Sanji will never have CoC because he doesn't have the quality of a king. Also, he is not going to be a supreme ruler because he simply isn't after a legendary title that will put him above everyone. His only ambition is to find all blue. Moreover, there aren't any foreshadowings of Sanji having it. But he may get future sight.

I would not be so confident that kind of ambition can fall into the category of CoC users lol.

No kind of offence to cooks also, it's just CoC users had different kinds of ambitions looking more meaningful. Also Whitebeard's for family was I mean.

And also in my opinion it's not merely about the good premises, but also the overall attitude of the individual.

Zoro was shown primarily ambition refusing to be defeated then later on help Luffy in a higher regard... CoC was meant to be for him

Sanji is the opposite No CoC for him

Sanji has leader qualities just like Luffy and Zoro, he has his dream and his will and more he is a descendant
of the germa empire, that once controlled all of the north blue. you can bet some of his ancestors has the conqueror's haki. and we know that king's haki can inherited by blood.
i am pretty sure those who claims that Sanji will never get it will be disappointed soon enough if not in this arc then in the next arc.

There are different meaning of what a "conqueror" is.
Stop trying to pin Luffy at the first definition.
He explicitly said he doesn't want to rule shit. He just thinks the PK is the person with the most freedom in the world, and that's what he values the most.
He's closer to the third definition.
When he bows to Hancock for her to turn Margaret back to normal, the old lady says that it is strange that a person with such King's Haki would bow for the sake of others. In One Piece world, users of King's Haki are usually associated with the first definition. But it is not the only possible definition.
Same as Zoro. He's closer to the third definition also.

"It is believed..." >>>BELIEVED<<<< that's the keyword here. Doesn't mean its set in stone.
