Let's think about it. For Luffy dumbass mind. He interpret word pirate in different way as Pirate=freedom. So, he actually want to create an era of freedom and everyone to be free. Era of freedom where every mans dream never end. He also thought pirate king=freedom king. Luffy want to be freedom king/pirate king so that

everyone will be a pirate/free. He admired Roger cause he create a pirate era. Roger dreams is the same as Luffy and Roger actually achieved his dream before he died when he created an era of piracy where everyone become a pirate too.

Interesting,but i think Luffy wants something more than that.I do believe in the global party theory.Luffy creating a giant party with all the peoples in the world sounds cool.
