Luffy's daily principles, ambitions and dreams, fighting style, and even the core of his Devil Fruit power, all of it symbolizes one thing. If Kaidou is the embodiment of brutal force, Luffy is the embodiment of freedom. Oda wants to emphasize this theme upon Luffy's character so clearly.
Now, Imu descends. I really believe this guy is the strongest character in One Piece history. Unlike Spandam who depends on Buster Call - a powerful army and weapon bombardment - as his backing, Imu is the peak of the World Government. He can't depend on anyone else for Gorosei and Admirals to obey / enforce his will.

I think there are two possibilities on Imu's ability.
A. Imu has exclusive knowledge and access to the strongest weapon in the entire history. For example Uranus. No one can control that weapon other than Imu, since they don't have the password / encryption / whatever.
This scenario has some significant narrative weakness in my opinion. If all Imu has is only knowledge and not strength, Gorosei or CP0s assassins or Admirals can always torture Imu in order to get the password and claim the power. But we see from Gorosei kneeling full of reverence before Imu's presence. For a comparison, Gorosei mocked the Fleet Admiral Akainu himself, a man with one of the deadliest Devil Fruit powers in One Piece world. But in contrary, the atmosphere of authority Imu has over Gorosei was portrayed to be absolute and without question.
One Piece is also a Shonen Manga, where the final enemy is sure to be the strongest because of his own ability instead of an inanimate object without a will or character, however strong that object is. Luffy destroying an invincible lumbering weapon, while may be good, will have less personal, emotional, and character-interaction impact compared to Luffy surpassing and defeating an invincible living god.
So i think Imu will not have scenario A, but instead B.
B. Imu has the power of Dominion, the power to dominate anything. Just like the Devil of Domination in Chainsawman.
He can control Uranus even tho it's not supposed to be controllable. He can brainwash anyone nearby and even ignoring their haki defense. Getting more absurd, he can control people's will, even, turning off their haki or whatever aspect he sees fit.
While the root of this power can be anything from a certain Devil Fruit or Devil Fruit Tree itself or even higher than that like The Power of The Devil itself, or power of Davy Jones Locker, whatever, thats not what i'm speculating. But i think that the Imu is the ultimate Remote Control himself, who can control anything.
That's why no one can beat him except Luffy, the one finally capable of accessing imagination-based powers, Toon Force, which can break free from even an absolute domination of will. Making Luffy vs Imu, into the literal and thematic ultimate battle of Freedom vs Domination.
