Basically luffy’s mixed race. As for why him being so is any type relevant is because imo it might hint to his actual lineage in story. With him actually having ties to in verse version of white, black, East Asian, and indigenous

Black not really being specific country wise just having African ancestors in general. Seeing as oda made usopp’s nationality “African” I don’t he cares enough to specify sadly lol. Idk what the island or country equivalent of Africa in one piece would be but it’d probably be interesting to say the least if it exists

I dont think oda had in mind ethnicities when he chose luffy as brazilian. If I remember well he chose brazil because of the parties. And I dont think its possible to infer that he is pardo.
