I think I know what decision Luffy will make when he finds the One Piece...
First, he will find out that the One Piece allows whoever finds it to recreate the Ancient Kingdom's superior technology. Second, he will realize that things like the Ancient Weapons can no longer exist. Third, since the Ancient Weapons were created because that type of technology existed, he will destroy the One Piece.
Luffy doesn't care about what happened nearly a thousand years ago. He doesn't care that he is the successor to Joy Boy. He just wants freedom.
He will correct the mistake of the past.
Admit it. It's a totally Luffy thing to do. Especially if he has to fight somebody over it at the end, and they come down to a destroy the world or create peace thing - he's going to decide it's just not worth it to keep that stuff around anymore. He's going to break it like he tried to break Noah.
Even if you suppose that Joy Boy wanted to someday do something with the Ancient Weapons and Noah... Luffy doesn't care. He was willing to break Noah because it was going to crush Fishman Island.
It's easier to consider this if you look at the two options it presents.
A) The world becomes highly advanced because Luffy creates world peace and shares this amazing technology with everyone.
B) The world stays the same, but peace is still achieved.
I HIGHLY doubt that the world is going to become super advanced and live in super paradise at the end of the series. I'm pretty confident things are just going back to normal. If they really did find the One Piece and discover the Ancient Kingdom's history, they would be learning how to be advanced. It would impact the world in such a way that it becomes unrecognizable. Honestly, I'm not sure anybody on the planet is prepared for what it has to offer. It would take them years and years of studying it to fully understand it.
Again, I have to stress, that if the world has that type of knowledge available to them, it would certainly create more problems. More weapons of mass destruction could be made and fall into the wrong hands. It's not like the world would be at peace. They would fight over it.
