It’s just that much of an important location I think Luffy should claim both Fishman Island and Wano as his territories along with whatever small islands the grand fleet had captured off screen but his base of operations must be Wano.
Why? Because of it’s importance as an impenetrable fortress unless if you’re an Admiral lol! And also it has Pluton, Robin should tell the other straw hats that Pluton is here and Shirahoshi must be brought and kept in Wano this way Luffy has custody of 2 ancient weapons and 2 people capable of reading the poneglyphs.
Even if he decides to go to Elbaf or any other adventure it’s okay but he must come back always after each journey as his base especially since Blackbeard will most likely try to attack Wano for Pluton
