Luffy is clearly using it here, but his willpower is not strong enough to knock people out yet, just stagger them and "exert pressure". but he does it even earlier.

same exact facial expression. very similar paneling, although the sound effects arent present. (they dont show up when shanks does it either so nbd) but then this is shanks' reaction.

this isnt him being confused at luffy being stupid. this is him being stunned and amazed that this fucking kid just showed the same haki as Roger. of COURSE he's going to give him the hat and "bet on the next generation" after this. Who uses conquerors haki at 7 years old? The next pirate king baby.
