Well We know that Roger had the power of hearing the voice of all things. We know Luffy has that power as well but he only showed that he can hear Zou and the sea kings till now and he showed the ability that he can understands what the people and animals feels. Roger was able to hear the Poneglyphs.
Momo's VOAT enable him to hear and command Zou and I think Momo heard the voice of Poneglyph as well since he was hearing a voice as he was about to enter the big tree where the Poneglyph is.
Shirahoshi's VOAT enable her to hear and command the see kings.
we thought that Momo and Shirahoshi's VOAT was just special they are maybe but I think Momo and Shirahoshi just were able to let their Voices be heared by see kings and Zou.
Luffy VOAT was lacking as he was unable to let his Voice be heard by Zou but latay as he was koed by Kaido he was able to let Momo hear his voice and not only that i think he let Law's crew hear his voice as well since they were thinking how could he be able to speak under water.
I think VOAT can be basic and advanced just like haki maybe it is just a special color of haki which is rarer than CoC haki.
We thought Momo has just a good observation haki as he was able to tell what is going on at the top of Onigashima but no
it was VOAT all along.
We don't even know if Momo and Shirahoshi's can be called the VOAT of every thing or not maybe they cannot hear the voices of every thing but more the voices of people and the animals they can command or in case of Momo the Ponegylphs as well since they were created in Wano.
Luffy should be more special than both of them,so I am expecting when Luffy gains his consciousness back he will be able to hear all sort of voices. maybe he can hear the voices of literally every thing(if not now than later for sure). as the name of the power itself implies.
Let us say he can at least hear the voices if all people so he will be able to tell what is going on Onigashima.

we know that he might need someone to fly him back to Onigashima so he could let someone who can fly to hear him and come to help since no one should one know where he is.
