General & Others Mads with world government backing

If other members of mads had access to the funding and resources of the world government instead of vegapunk how much more would they be able to accomplish?
How useful would they be in comparison?

Queen would have turned Wano into a futuristic country which is much harder to invade.
Caesar would have created even stronger weapons.

I don't think any of them would have developed sth world conquering, but they would have accomplished their life goals for certain.
