They're frustrated because Akainu isn't as easy to handle as Mihawk.
Like Vista alone managed to stop Mihawk from killing Luffy, meanwhile both Marco, Vista and a dozen other commanders together couldn't do jackshit to save Ace. Just embarrassing.
