Marco is from the void century and Joy Boy's companion. Upon death, his fruit awakens and he is reborn from the ashes. However, this does not allow him to remember his past lives, which does not make him a threat to the World Government. So we can conclude that Marco was the only user of the Tori Tori no Mi, Model: Phoenix. Marco helped save several injured people from the Ancient Kingdom during the Great Cleansing, preventing various races from being wiped out and surviving over the centuries.
