We are in Shanks territory right now but we still have to get into an arc where mihawk vs zoro happens. Which basically already scales mihawk above shanks by default. Shanks may even fall this arc. When Zoro finally meets his biggest enemy again there will be a flashback including shanks. The narrator will tell us that since shanks lost an arm mihawk awaits someone even stronger than Shanks to meet his desires. Mihawk will be portrayed as the pinnacle of power period.
