I'm not sure how many characters besides OP top tiers are gonna be reacting to this from Tao? It's crossing an ocean in fifteen minutes and here's the kicker—Tao's faster than this, because he easily catches up with it to ride it. This is just the optimal way to travel quickly for him.

One Piece has had lightning timers since Skypiea and currently characters that can keep up with Kizaru who moves at light speed, lightning alone is hundreds of times faster than Tao's feat, don't even get me started on light.
