case number 1 : Garp did not put to sleep any persons with his haki effect + his galaxy impact failed to take down fodders an his galax divide did not KO or heavy damage to pizarro who can take damage in his island form unlike pica
case number 2 : Koby did not put to sleep people with haki effect + he is said just as garp to have no innate power ( like coc user and monsters like BM kaido.. )and that he started from zero
case numer 3: Mihawk did not show anythingl like that and its hard to call him a concqueror, he is like kizaru or captain kuro who wanted tranquility and could not dominate no one or nothing and no one wants his title not even vista or oden claimed that cuz only haki counts and pure power counts
All three are worthless in that case.
