I'm saying Mihawk overall > Shanks. Shanks CoC might be far superior, but Mihawk can make up for the differences with other forms of haki, skills and other factors.

Honestly, we don't even need to look at Zoro. Wano, the literal country of samurai, teaches ryuo as one of the most fundamental aspects of their swordsmanship. And I highly, HIGHLY doubt anyone would call any of the scabbards (other than Raizo) a non-swordsman, lmao.
