How does that change that Mihawk dog walks Roger in a 1v1 fight?
If Mihawk usurped Buggy right now and became Yonko, and then expressed political interest/ambition being in direct conflict with the WG/Marines, on top of the Cross Guild targeting Marines-
And on top of that had the same zealous nature as Akainu does toward exterminating pirates, but marines instead (so killing any marines he sees on sight) , I could see his bounty being 5 bil easily.
Literally every marine barracks would be shitting their pants, because they already see him as the strongest in swordsmanship which all marines would look up to, they all have to learn it, but then they would be thinking of the destructive capability that was shown at Marineford, being targeted right at them.
Imagine how scary it would be knowing the station your at could be diced into a thousand pieces along with you and all your comrades.
He can easily sink entire fleets if he wants.
They would have to sick all the admirals on him. Akainu was already saying they didn't have the forces to expend on Wano, but Imagine having to expend all your forces on a blood lusted Mihawk.
Their morale would plummet hearing about bases one after another being destroyed, with bits of diced corpses lying here or there. All having to be piled up and burned.
You'd have scavengers looting the dead and looking for the heads of big names like vice admirals to sell on the black market to be stuffed and put on display.
It would be a nightmare.

Why are people acting like the government gave half a shit about Mihawk?

Oda won't think that much when giving bounties....
Territory, crew, notoriety, etc won't have time to bother his calculation of giving "right" bounties with his busy ass schedule 24x7 workdays.
Oda gives them what he thinks they should be.
All Yonko in the range 4b with 2-3 mill gap each and WB at the top at 5b as he's regarded as the strongest among them with a separate portrayal. And the PK Roger with the biggest bounty.

Mihawk is given a bounty already higher than the supposed leader/captain of their crew...... because strength matters in Oda's view.
If he's the captain and have more territories, would it increase that much? i doubt.
If Kaido, Shanks and BM is 100x more brutal, notorious and tripled their territories. Oda still won't make their bounties above WB, let alone the PK bounties
