Kidd´s bounty was the only one that was made above Luffy just for brutality alone though, I mean the man himself said he killed people for laughing at him. Some things were mentioned about Law, but nothing that crazy.
The morality of those people were probably like the people laughing in Jaya, probably generally lowlife types, so yeah, probably some who were bad, but some who arent necessarily

Davy Jones is set up as a legendary pirate; the predecessor of Rocks and Teach.

It doesn´t matter who he succeeds, he isn´t relevant to the Blackbeard plotline, unless you think Koby will side with Shamrock (Garlings sucessor) as well.

Minimum, Law and Kidd are individually half as strong as an emperor like Big Mom who is around equal to Kaido, maybe Law and Kidd are a bit stronger than half though because in a 2v1 the strength of the duo doesn't stack up like a number
Luffy would be say 70-80% of Kaido's strength
That's a 30% difference
If three people are competing, and two can do 50 push ups and one can do 70 or 80, yeah the one who can do that is ahead by a bit but those two are still rivals
Especially because once you get to 50, getting to 70 or 80 is easy
