I have Enel returning either here in Elbaph, or in Wano Act 4 for Pluton, as Enel's Moon Murals showcased Ancient Technology, and what looks like to be the Ancient Weapons.
Today I had an idea: we know that eggheads technology was modeled after the ancient kingdom's technology, so the technology in the ancient city on the moon should be compatible with Vegapunk's tech.
So, did Enel receive the Broadcast? How strong was the signal? If Enel actually received Vegapunk's broadcast, and is aware of the ancient weapons thanks to studying the moon and it's information, Enel would most likely engage in asset denial and try to keep the ancient weapons and one piece from being claimed.
Enel already created a fully functioning ark maxim. And now he has an army of robot dudes to make more?
While I fully believe the Holy Land is on fire due to Blackbeard, Enel with a fleet of Ark Maxims can definitely set the holy land on fire. Enel most likely never knew of the existence of celestial dragons due to him living in the sky.
There's a good chance that Enel would immediately declare war on the celestial dragons if he was aware they existed and declared themselves as the gods of the world.
If Enel researched Vegapunk's broadcast, and learned that the man who was spreading the information about the ancient weapons, was also an ally of Luffy, who Enel hates... and Enel does enough research to learn wear the straw hats went after egghead...
God Enel in Elbaph? If he shows up and starts setting everything on fire with lightning from the arks, Imu would be in a weird position because they want to keep the country for themselves and won't want it to burn down.
I also think Urouge is showing up, too, but I can definitely see Enel returning to the story soon, if he actually received Vegapunk's broadcast.
