1st. The Celestial Dragon's hunt was something that Garp and those of his rank and below aren't supposed to know. Meaning only the fodder marines sent there would have any idea of what goes down on those islands. The Marines somehow manage to keep the lower ranked marines quiet about them.
To Garp the CD's little field trip is related to them messing with Hachinuso not their game, which is meant to be a top secret, hence Kong says he can't tell him the reason.
2nd. Garp has an unhealthy obsession with fighting Roger. Only other time this type of obsession is shown is when Smoker tells Luffy he's still on his list even after they teamed up in Punk Hazard. And Smoker ignoring laws just to chase after Luffy. With the information of the two have fights with the intent to kill each other, and neither being able to do so... there's likely a complicated history of "who is stronger" between him and Roger.
3rd. This was not a matter of Roger pirates vs Rocks pirates with CD & Marines assisting... this was a giant battle royale of the World's biggest pirate crews, featuring handful of holy knights and a marine fleet led by Garp. This was an event that involved a great portion of the pirating world, with earlier statement saying it's a huge deal for the pirating world. And then after Rocks clears the blockade and lands on the eastern shore. Other pirate crews from all over the world were coming to the location, before Garp even arrived :
4th. The Goals of the Rocks Pirates were there to retrieve something back and their goals were also different for each member. This wasn't a Rocks frees the slave from the Celestial Dragons. No he was there to get something they stole back. They were also there for the two powerful Devil Fruits that were highlighted by Ginny. With Shiki, Big Mom, Captain John, Kaido all eyeing them.
Whitebeard wanted to confirm the thing they came for first before engaging in full out war. Shiki didn't give two fucks. Big Mom wanted to steal and dip out instead of taking part in some big war. Kaido hates Roger and wanted to keep the fruits/treasure away from Roger. Stussy, Captain John, and Glorosia were set to commit to a war.
5th. The Holy Knights are implied to have fucked around with the Rocks pirates. Because the Marines weren't relevant fighters until Garp arrived later. And Garling n the Holy Knight members being confident in taking on the invading pirates, implying they could go at em solidly. Garling even saying pull the Marines back. Garp earlier saying he warned em not to mess with the Rocks. Add in statements from Stussy about how it'll be the final fight, implying there were fights done before as well. And we also know CD used to come down every 3 years, so the Holy Knights were likely more active as well on the seas, akin to how we see them coming to Elbaf now.
6th. Xebec started the fight against Roger. Roger told Rocks to wait, Xebec says get the fuck outta my way and the two clash. Reflect back to Newgate saying Xebec is gonna lose sight of the goal.
7th. Garp saved the innocent people. The slaves weren't save even with the Rocks invading. Ever since Sengoku said Garp and Roger teamed up to save "The Celestial Dragons and their slaves", people ran with the narrative Garp was fighting as their champion in order to make sure the Slaves stay enslaved or sum shit... wrong. Big Mamu literally speed blitzed Ivankov, making him bleed to get the DF. And then she stood there doing nothing while Saturn bullied Kuma in front of her, likely just left the area when Saturn arrived. Not only that... there dozens of other pirate crews on the island outside of just Rocks/Roger pirates... along with the Holy Knights... that Novel episode sort of gave us an insight to how dangerous the collateral damage is for the people who are your average joe... when bunch of top tiers fight in a closed off area.
We know somebody of relevance saved Kuma from Saturn atleast, since Kuma teleported 500 people away from the island after that moment. We also see Ivankov commenting on Garp's heroics, but Ivankov doesn't invalidate whether Garp did heroic things or not, rather calls Morgans a hack because he didn't tell about the other events that took place on God Valley.
Even later on in life Ivankov views the Marines as people who want to help people, finds it strange to be fighting against them.
While this might not be a proven fact yet, but it's also likely the distaste the Celestial Dragons have towards Garp to the point where they want him dead if it wasn't for his reputation... probably comes from God Valley itself. It can't just be "this guy keeps saying no to be Admiral so he deserves to die".. when they can order Garp through the Fleet Admiral still lol. And Sengoku mentions how he hates the fact the byproduct of him fighting against Rocks ended up protecting the CD as well, remember... before Garp arrived.. the Marines were already guarding the Celestial Dragons... so unless Garp attacked the Marines or let his fellow Marines be killed... the Celestial Dragons were gonna get protected.
8th. Ginny is big time MVP. Lil girl amidst all that torture and situation, managed to wiretap and transmit a message from God Valley to the outside world, which resulted in God Valley... The Catalyst of the biggest pirate war in known history is literally Ginny. Big W.
9th. Kuma was worth more than the two powerful Devil Fruits, that Big Mamu and etc were going after. He was the Grand Prize of the event due to being a Buccaneer. This gives more hype to him and his potential at peak + the buccaneer lineage arguably being the most powerful humanoid lineage, if a mere boy from it is valued more than a legendary DF like Azure Dragon. With how they tried to eliminate Roger's lineage and they wanted to end Dragons' lineage with same importance... It's highly likely imo, that Joyboy was a Bucaneer, which would explain the big hat, while also not being a giant. Along with the heavy connection of Nika-Kuma, with the OG Nika being his ancestor...
Clearly there's a deep conflict between with the Buccaneers and the Celestial Dragons. Since Saturn says history chose the option of slavery or death for him.
